Above this threshold, the rate is 0.8–1% of the market value. The Act came into force upon publication; the land tax remains unchanged. According to the Revenue Service, the tax return for 2026 must be submitted by 2 November 2026.

The Georgian Parliament has amended the rules on personal property tax: the exemption now depends on a single threshold of 100,000 lari of annual household income. The change applies to flats, houses and other taxable property, excluding land, and applies to property that must be declared in 2026. These details have not been verified in the original source we consulted.

What about foreign owners?

The regulation does not contain any restrictions regarding nationality. However, the primary sources consulted do not clarify exactly how the family income of non-resident owners is calculated (whether it is worldwide income or only income received in Georgia). Owners who are not tax residents of Georgia should clarify this with the Revenue Service before submitting their tax return.

Dates and payment

Next available date: 2 November 2026. It is precisely this date that the Revenue Service specifies in its notice of 2 October 2026 regarding the annual property tax return for individuals. We were unable to obtain a direct link to this entry: it is posted in the news section on the Revenue Service’s website. The tax information page, which includes a calculator for 2026, can be found at rs.ge/PropertyTaxInfo.

Commercial sources cite 15 November as the deadline for paying the tax, but this date has not been confirmed by an official source. Media reports claiming that families with an income of less than 100,000 lari do not need to file a tax return at all have not yet been confirmed on rs.ge either. Furthermore, according to the same reports, owners of taxable land must submit a tax return and pay tax regardless of their income.

Figures from the authorities’ statements

Representatives of the ruling party stated that around 81,000 taxpayers are exempt from the tax, and that the tax due from them for 2025 would have amounted to 22.3 million lari. This statement was reported by the media; the Revenue Service has not confirmed these figures. As a point of reference, the media provided a conversion of the threshold: 100,000 lari is equivalent to approximately 38,466 US dollars at the exchange rate on 15 September 2026.

What should owners and buyers do?

Determine the household income for 2025 and compare it with 100,000 lari.

Log in to your personal account on rs.ge and check whether a tax return is required for your specific property; if you own any taxable land, a tax return is required in any case.

If the income exceeds the threshold, calculate the tax as 0.8–1% of the property’s market value; we have not verified the specific rate applied by the local authority within this range.

To buyers: if your household income is up to 100,000 lari, no annual tax is charged on the flat; if your income is higher, allow for 0.8–1% of the property’s value per year.

To landlords: tax on rental income is regulated separately and has not been amended by this Act.

Frequent questions

What is this new threshold?

100,000 lari in household income for the previous calendar year, instead of the previous 40,000 lari.

Which stake is above the threshold?

Not less than 0.8% and not more than 1% of the market value.
